Therefore, there were three spatial definitions for which data was obtained: leases with construction in progress or complete, leases with construction not in progress, and all leases. Under each of these spatial definitions, we obtained: (1) revenue in 2024 USD at the port level (excluding confidential data) (dataset 1), (2) revenue in 2024 USD at the species-port level (including confidential data) (dataset 2), (3) revenue in 2024 USD and pounds landed at the species-port level (excluding confidential data) (dataset 3). We also obtained total nominal port revenue from the Social Sciences Branch, NEFSC (dataset 4). Port revenues were converted from nominal values to 2024 USD based on the GDP deflator provided by GARFO.
Community Social Vulnerability Indicators were provided by Changhua Weng (NEFSC).
Fisheries Council management designations were obtained from Council websites.
Data Processing
Port names in the port revenue dataset were cleaned to match the port names in the wind lease area revenue datasets. Port revenues were then joined into the wind lease area revenue dataset.
- "NARRAGANSETT/POINT JUDITH, RI" was revised to "POINT JUDITH, RI",
- "POINT PLEASANT BEACH, NJ" was revised to "POINT PLEASANT, NJ",
- "HAMPTON BAYS/SHINNECOCK, NY" was revised to "SHINNECOCK/HAMPTON BAYS, NY",
- "NORTH KINGSTOWN, RI" was revised to "DAVISVILLE/NORTH KINGSTOWN, RI",
- "VIRGINIA BEACH, VA" was revised to "VIRGINIA BEACH/LYNNHAVEN, VA",
- "HARWICH PORT, MA" was revised to "HARWICHPORT, MA"
Port names in the wind lease area revenue datasets were cleaned and data was aggregated to match the communities in the Community Social Vulnerability Indicators.
- "BARNEGAT, NJ", "BARNEGAT LIGHT, NJ", and "LONG BEACH (TOWN OF), NJ" were consolidated into "BARNEGAT LIGHT, NJ"
- "DAVISVILLE, RI" and "NORTH KINGSTOWN, RI" were consolidated into "DAVISVILLE/NORTH KINGSTOWN, RI"
- "HAMPTON BAY, NY", "HAMPTON BAYS, NY", and "SHINNECOCK, NY" were consolidated into "SHINNECOCK/HAMPTON BAYS, NY"
- "PROVINCETOWN WHARF, MA" and "PROVINCETOWN, MA" were consolidated into "PROVINCETOWN, MA"
- "CHILMARK, MA" and "MENEMSHA, MA" were consolidated into "CHILMARK, MA"
- "HYANNIS, MA" and "BARNSTABLE, MA" were consolidated into "BARNSTABLE, MA"
- "POINT PLEASANT BEACH, NJ" and "POINT PLEASANT, NJ" were consolidated into "POINT PLEASANT, NJ"
The Council responsible for each species' management was joined in based on information from the Councils' websites. Community Social Vulnerability Indicator designations of Medium-High or High in the Demographics indicators (Poverty, Population Composition, Personal Disruption) and the Gentrification indicators (Housing Characteristics, Retiree Migration, Urban Sprawl) were joined to the data based on port name.
Data Analysis
The non-confidential wind lease area data (dataset 1) and the total port revenue data (dataset 4) were used to calculate the percent revenue values that are shown in the State of the Ecosystem report. All of the numbers presented in the State of the Ecosystem report and the ecodata R package are based on this non-confidential data. Years with no revenue from the wind lease areas were not included in the analysis; however, only five ports had years with no revenue from the wind lease areas. Ports with less than 5 years of data and/or with less than $10,000 average revenue in wind lease areas were excluded from the results.
The confidential species-port level data (dataset 2) was used to calculate the total number of years that each port had revenue from the lease areas, to improve the contextual description and interpretation of this indicator.
The non-confidential species-port level data (dataset 3) was used to determine which ports have the majority of their revenue or landings within the wind lease areas coming from species managed by the opposite region, to address a data request from the Councils. Specifically, this analysis identified (1) New England ports that landed species managed by the Mid Atlantic Fisheries Management Council from wind lease areas, and (2) Mid Atlantic ports that landed species managed by the New England Fisheries Management Council from wind lease areas. In both cases, wind lease areas were assessed under two definitions, (1) wind lease areas under construction or completed, and (2) wind lease areas not currently under construction. Only ports that had been identified in the main indicator were considered for this analysis. Species were categorized into "New England" or "Mid Atlantic" categories based on which Council is responsible for their management, and the proportion of revenue and proportion of pounds landed from the wind lease areas deriving from these categories was determined for each port. Ports that attributed greater than 50% of revenue or greater than 50% of pounds landed to species managed by the opposite Council were identified. The output of this analysis was a list of ports that was used to generate figures containing a subset of the main indicator data.
