RTMA3D / URMA3D network update to Obsproc code

Obsproc Task:
Adding the capability for obsproc to recognize/output network naming changes of rtma -> rtma3d and urma -> urma3d for rtma/urma 3d update.

Scripts/jobs/parms for urma3d have been added.

Testing of rtma3d looks good.
Initial testing of rtma3d_ru, urma3d, and urma3d_ru looks promising. Giving it the evening to run before checking final outputs to ensure its 100% accurate.
