Data ingestion support for Zarr data in forecast mode

This is essential for the SFS workflow. This issue depends on data catalog generation and esnb testing.

GFDL catalog builder needs some work - we need a link to a separate github issue on the catalog builder (gfdl)

1- zarr in S3
2- start time/init , lead time --needs some work in the catalog builder
3- SFS immediate focus, gather requirements for the other use-case

But.. but.. lets focus on catalog format in a coordinated way.
