Kubernetes fixes (#546)

* Allow for running Alfalfa integration tests on non-local deployment

* Allow for running Alfalfa integration tests on non-local deployment

* Move service checking into web and worker

* upgrade web to node 22

* fix unit tests

* fix prettiness

* change web published port back to 80

* Bump python version for historian test to 3.11

* publish test image so I can use it in k8s testing

* remove dev docker compose from historian test

* fix influx credentials in docker-compose.historian.yml

* Fix grafana dashboard

* Use "distroless" approach for web container to reduce image size from 2.44GB to 952MB

* fix formatting

* try removing crazy-max from publish ci job

* switch to node:22-slim to realize most of the size improvements while not sacraficing debugging ability

* fix end of line

* reenable tests passing as required for publishing docker images

* Bring docker compose minio in parity with k8s minio
