Return Error when User Attempts to advance a non-running Run

Right now the error is that the request to advance did not receive a reply. While this is true, we can add a small if statement for making sure the Run is in the correct state.

The Alfalfa client is returning an error when web requests an advance past the scheduled end date. Worker doesn't reply (needs investigation) and client request times out. This will go away with E+ Python integration for 1.0.0, which will give us e clear error messages from E+ and better handling. With 1.0.0 a job should automatically clean up/terminate after run time.
