Will uninstall or de-register restore Windows OEM state?

I have an easy question.

Will unregistering of just the *.ax files restore my Windows to full before / regular OEM state regarding codecs?

I see that the "installer.exe" package also creates an uninstaller, but I am not sure what the installer/uninstaller would do "differently" or "extra" than just undoing the regsv32.exe un/registrations?
