[BUG] When a release is first drafted and published later - github actions is not triggered

Describe the bug
When a release is first drafted and published later, GitHub Actions is not triggered. Hence, the release is not published to PyPi

Expected behavior
Whenever a new release is published, the latest release has to be deployed to PyPI
