Data Sources / Measurement report does not report % of persons/records with measurement value

Expected behavior

On Data Sources / Measurement report, each concept could be explored to understand what % of persons and records have a value (either as VALUE_AS_CONCEPT_ID or VALUE_AS_NUMBER).

Actual behavior

Graphs include all records, but it is hard to evaluate the subset of data with values.

@pbr6cornell just want to clarify this a bit more - taking an example "Value As Concept" from the measurement report:

In the example above, 99.4% of the measurement values are No matching Concept (concept_id = 0) which obscures the ability to understand the distribution of values that exist in the data. Is your proposal here to exclude the "No matching concept" entry and construct another pie chart that shows the subset of items with a value? We'd then display # of people and % of the overall population as is done currently?

All measurement records can have either no value, or a value_as_number, or a value_as_concept_id. We currently report the total records, but not records with value, or records with numeric value or records with concept value:

All of these numbers would be useful to show. And for plots of distribution of value_as_concept, we should only show the records that have a non-0 value_as_concept.

This is an important addition into ACHILLES and I would encourage @alondhe to get it in there as soon as possible, but since it doesn't fit the thematic focus of ATLAS 2.8 for performance or bug fixing, I'm assigning to ATLAS 3.0.
