[BUG] Go Report is retired

After more than a decade of serving the ecosystem, the time has come to sunset Go Report Card. Following the loss of our primary infrastructure sponsor, maintaining the web app is no longer sustainable.

What happens next:

The Web App: The live site will remain active until July 1st, 2026, after which the servers will be shut down.

Expected Behavior
No instances of retired in badges

The simplest fix is to remove this line:

go-octopusdeploy/README.md

But it's also possible that someone would want to replace it with something else instead of just removing it. I could make a PR to remove it, but my last PR sat for a few years...
