Create immutable releases for all DDI/DDGI model repositories used in the report

Most DDI/DDGI model repositories used by the CYP2D6 DDGI qualification report do not appear to have immutable releases.

1. Inventory all DDI/DDGI repositories referenced by the qualification plan.
2. Confirm whether each repository has a release tag containing the exact model snapshot used for the report.
3. Create missing releases or document why a release cannot be created.
4. Clarify the Quinidine-Metoprolol-DDGI case, including the apparent release marker and possible duplicate snapshots.
5. Update the qualification report inputs to use release-tag URLs instead of branch-head URLs.

This is required for auditability and reproducibility.
