Should make sure that as many special/historical buildings as possible aren't created at game start (unless they existed during Imperator's time frame). But they should be capable of being built in some realistic way.
Once the cross-scripting system ( #2436 ) is added to the converter, it could probably be setup for some of the buildings where if the historical location it was built has a relevant specific building/wonder, that special/historical building automatically starts built in CK3. Otherwise, it might make sense to just have the building's special building slot setup so character's can freely build it whenever they are able to, then just modify the buildings so that they meet the relevant conditions for why they were historically built (for example, a temple/monument representing a Buddha should probably only be build-able by Buddhist faiths).
Also, for some buildings, it might make sense to give them a little leeway on where they can be built, instead of always forcing the building to be in the same place. For example, if a monument was built in a country's capital (likely because it was the capital), it wouldn't make sense to force that same building to be built in that same location if it never ends up being a relevant capital for any title.
