Bug Report: Event ingestion filtering doesn't allow you to delete the filters

Bug Description

Users are able to set up ingestion filtering on their projects to block events. However, there doesn't seem to be a way to properly delete this filtering.

The UI states Empty groups are removed automatically on save. However, this doesn't work as it returns an error of All conditions must have a value

How to reproduce

• Navigate to your event ingestion filtering settings here.
• Create a new filter and save it.
• Now, notice that there is no way to delete this filter.
• Remove your filter and click the Save button. Notice you get an error instead of the row being deleted.

• A workaround is to simply provide a dummy event name (that will never match) and save it. So that the filtering doesn't apply.
