[Only in Firefox] Cannot (slowly) scroll displays view to the top (regression)

When scrolling through the displays overview, you can scroll downwards (slow and fast) just fine.
But when trying to slowly scroll back up, the component seems like it is loading displays and keeps resetting the scroll-position, preventing you to scroll up. When slamming the mouse-wheel really fast, you can still scroll back up.

This only seems to happen in Firefox.
Chromium and Safari Mobile work just fine.

Can only partially reproduce this in Firefox on macOS. It's a bit jumpy (probably due to slight layout miscalculations with the lazily rendered displays), but does work in principle:
