could serve-d support store package at local?

Dub support --cache=local option.

Could serve-d do the same thing when downloading missing package to project/.dub/ or create a option to let user choose ?

set this.defaultPlacementLocation = PlacementLocation.local after here would do the trick?

yes currently not done, would require configuration + ability to set later after startup (or at least use the popup that window reload is needed)
