I just ran the express script in default mode and it finished. A line in powershell says, "Cleaning up..." The next line says, "c:\windows\system32, and cursor. Is it finished?

That's indeed it. When launching the script through the & ([scriptblock]::Create((irm "https://debloat.raphi.re/"))) command, there's actually two stages: The first script will download the full script for you, and then run it. After the changes are applied by the main script, the first script will clean up any remnants of the script, except for a few config files and logs.
