Issue description | 问题描述

打开引导式访问相关功能没有立刻重启；重启后发现锁屏界面没有加载UI，无法进入系统。

HyperCeiler logs | HyperCeiler 日志

无法进入桌面，故无法获取。

Reproduction steps | 复现步骤

Pad OS3.0.7.0 在HyperCelier设置中打开引导式访问、添加磁贴、拦截应用固定、增强屏蔽，系统设置打开应用固定，在后台任务里点击应用固定，发现系统应用固定未生效，HyperCelier引导式访问未生效；重启后发现锁屏界面仅加载壁纸，无UI，无法进入桌面、下拉通知栏等。
