Raknetify + Anticheat with out-of-order packet detection = kick

Describe the bug
The Packets get send out of order, which trips off my anti-cheat.

To Reproduce
Steps to reproduce the behavior:

1. Download newest version
2. Download anticheat(im using vulcan) with out-of-order packet detection (on the backend server)
3. Join the server
4. Get kicked for out of order packets

Expected behavior
Packets to be sent and recieved in the correct order, so players dont get kicked

Runtime info (please complete the following information):

• OS: Ubuntu 24.04
• Minecraft version: 1.21.10
• Mod version: 0.1.0+alpha.5.193 devbuild for Velocity
