docs(state): close Phase 20.2 — merged to main

PR #3 merged as 87fd5ce with all six CI checks green (Python 3.12/3.13/3.14).
Verified on merged main: ruff clean, pyright 0 errors, catalog fresh,
3145 passed at 97.09%. Pointer moves to Phase 21 (New Brunswick).
