Add the VARA 'TUNE' command?

This is a useful command so the user may force a tone to make the ATU do it's job. I think VARA does about a 1000 Hz sine wave tone after a PTT assertion.

TUNE -15\r (example to tune with tone at -15dB)
TUNE OFF\r

It might also make sense to put a timer on that and only let it run for max N seconds.
