Validate non-actionable position-band concepts only after GOAL-10B.4 establishes eligibility and the User explicitly authorizes this stage.

Do not start unless all are true:

1. Issue GOAL-10B.4 Recommendation Revalidation Gate #11 is completed and merged into latest project-current.
2. Post-merge validation passes.
3. GOAL-10B.4 explicitly recommends eligibility for review-only position-band validation.
4. The User explicitly authorizes this goal.

If any condition is false, stop and report BLOCKED. Do not self-unlock.
