   Only if Quant04 identifies ready or conditionally useful factors.

4. Risk Overlay / Position Warning Gates

5. Dashboard / Daily Report Contract Gate

6. Paper Trading / Portfolio Simulation
   Remains locked until explicitly unlocked by future goal issues.

7. Production / Broker / Live Trading
   Remains locked and out of current scope.

• No AI agent may self-unlock downstream goals.
• No AI agent may move checkpoint refs.
• No AI agent may merge protected branches without explicit user approval.
• No recommendation, position, dashboard, trading, broker, production, local-lake, factor-mining, portfolio return, equity curve, BUY/SELL/HOLD, target price, position size, portfolio weight, order quantity, or DQN/RL output may be created unless explicitly allowed by a dedicated future goal issue.
