feat(art): RAMZA sigil — the tactician takes the planner seat (#441)

12x6 frameless tile: isometric tactics board with the unit standing
on the back tile and move-range shading on the destination tile.
art-lint clean (G1-G8), loader-verified via ui_load_sigil (G9),
card-render previewed. Completes the roster tile set after the
Stage-3 default-planner flip.
