This happens wtih some NewGRFs loaded, but not with all. It happens with GETS and AUZTrains, but does not with SBB set, or the successor of AUZTrains.
It does not happen without NewGRFs.
Without NewGRFs, after 2 years the AI has at least 20-30 vehicles, with the above NewGRFs none, or just 1 or2.
Expected result:
The AI buys vehicles
Actual result:
The AI does not buy vehicles (or very rarely, after years).
Steps to reproduce:
- Start OpenTTD
- Remove all NewGRFs
- Add GETS
- Start new game
- Observe the AI behavior
