Wallet generates payjoin invoice when balance is 0

Description

Empty wallet activates payjoin and generates payjoin uri.
I had just installed the app, and there never were any UTXOs in it.

Reproduce

1. Click Receive button on app landing page
2. Observe "Payjoin Activated" text on Receive page
3. Copy/paste invoice and observe pj parameters

Expected behavior

1. Do no show "payjoin activated" on Receive page
2. Do not generate payjoin invoice and payjoin QR

Context
