Payjoin status is completed when payjoin is skipped

During a self-spend, I click "send without payjoin" and the payjoin page stays and payjoin status changes to completed

Payjoin status handling has been improved with proper state tracking.

If payjoin status still shows 'completed' when it should show 'skipped', please reopen with reproduction steps.
