Payjoin should not be enabled if wallet does not have a utxo

Wallets without an existing utxo should not enable payjoin.

Currently it does and the transaction stays stuck until the sender choses Send without Payjoin

Reopening - this was incorrectly marked as duplicate of #1384. This issue (payjoin enabled when wallet has no UTXOs) is distinct from #1384 (prevent payjoin during self-spend). Apologies for the error.
