Add an ability to make the suggestion runtime depend on how many and when votes are cast

Description

The suggestion timer is configurable, which means that it can span for up to x days. Sometimes this is not necessary, because all people cast their vote in the first day already.
For this purpose, it should be done that the suggestion is staggered:
If a suggestion is created it should have a separate target runtime, and every time a member (for the first time), this target date should be shifted into the future up until the old configurable max duration.
The suggestion should indicate what the current max duration is and what the current target date is.

Feature worth and general use

Some suggestions might not be necessary to be voted, and at some point the suggestion does not receive votes anymore, but the full duration might still not be reached yet.

Suggestions for implementation

It should be a separate feature mode, with separate config keys for stagger duration.
