bug: The "Import local model" button is hidden

On the Model Store page, if we remove all models and want to add a model locally, the 'Import local model' button is not displayed. Currently, this button is only visible when the list of installed models is not empty.

Also, every single model I've tried to import using that button (only able to get it back each time by clearing cache and data) fails to load with the attached error. These are all models that worked before, including Gemma 4 E4B Q4_K_M. Same phone, same everything else.
