Unable to scroll articles when in an active tour

When in a tour, you are only able to tab through Exit, Hamburger, Back, Forward in the tour control menu, and do not have a way to scroll through an article that is longer that the Voyager window. Would it make sense to allow scrolling with the arrow keys when the Article viewer is open in a tour?

Turns out this was a bug erroring out when trying to put the keyboard focus on the article. This has been fixed in 219d182
