Add a feature spec for canceling an item (TaxJar Refund)

We currently have a feature spec for reporting a shipped order, which is a key flow.

Another key flow is refunding an order when an item is cancelled, and reporting that refund transaction to taxjar. We should have a feature spec to cover this flow
