Summary
Fix blocking CI checks on PR #23: enforce-template and repo-structure.

Scope

  • Align PR body with required release/hotfix template contract.
  • Resolve validate-repo-structure failures by adjusting repository contents or validator rules.

Goal
Unblock merge to main for v2.9.0 release publishing.
