Flowing fluids are targeted through

When the relevant config option is enabled to make fluids display at the top of the screen like blocks do, this happens. Fluid sources are shown just fine, but for flowing liquids, it just shows the block behind instead.

Tested in 1.16.5, Fabric API 0.31.0 and 1.9.22.
