[CI] Handle rate limit and docs

CI always fails because of rate limit and

Solution will come from here:

skip_validation (bool, optional) – if False, torchhub will check that the branch or commit specified by the github argument properly belongs to the repo owner. This will make requests to the GitHub API; you can specify a non-default GitHub token by setting the GITHUB_TOKEN environment variable. Default is False.

Problem for env variable:

1. Secrets "cannot start with GITHUB_" (GitHub).
2. Env variable are not passed on external PR.

As such, following fails:

env:
  GITHUB_TOKEN: ${{ secrets.GH_TOKEN_TORCHHUB }}

Use skip_validation=True as a "temporary"(...) monkeypatch.
