[Bug]: ME system energy drains when connecting quantum ring

Issue Summary

ME system quantum rings has an issue where it drains the internal energy buffer of the system and prevents the buffer from filling up. when i connect a quantum ring in a different dimension it will connect to the system and drain all energy.

Reproduction steps

1. set up quantum ring in home dimension and connect it to an ME system
2. set up another quantum ring in a different dimension and connect it to the original quantum ring
3. in the non-home dimension, try to export an item into an inventory from the ME system
4. if the item is exported then the issue did not happen (it doesnt happen 100% of the time but about 80% of the time i encounter this issue)
