Android: Always-on VPN unexpected behavior

2 problems:

1. Turning on Always-on VPN from system settings doesn't start the VPN automatically (while it should if there was any VPN connection before)
2. Turning off Always-on VPN from system settings stops the VPN (while it shouldn't)
