[Bug]: Always-on VPN feature is not working on Huawei EMUI 14 device

Steps to reproduce

1. Run the app
2. Connect to the endpoint
3. Enable Always-on VPN in system settings
4. Restart the phone
5. See "Always-on VPN disconnected" notification, no VPN connection is established

Expected behavior

VPN connection established on startup, no Always-on VPN errors.

Actual behavior

Always-on VPN not working, "Always-on VPN disconnected" notification appear, no VPN connection is established
