Quick Start: initialize bazel-orfs submodule before building

git clone alone does not pull submodules; the build fails to
resolve targets without bazel-orfs. Add the
'git submodule update --init bazel-orfs' step right after the
clone, plus a one-line note pointing out why it matters.
