As the title says, this is due to items_game.txt not including an "attach particle effect" attribute under the hat's section.
However, this would require making the coin_spin effect its own particle ID (Similar to Genteel Smoke and Map Stamps) and (presumably) its own "use_smoke_particle_effect" "0" command to work with the other styles.
