Quality gateway for source strings setup

Hello!

I'm interested in a setup including the intermediate language file / quality gateway for source strings.

How could such a setup look like? (especially what to set on source language, monolingual base language file, intermediate language file)
And what is the recommended workflow for a setup like this?

Checked the docs, and other discussions here, but I am somehow missing a step-by-step guide to really get this working.

In general the requirements would be: developers add the initial source strings with a first translation suggestion via en_devel, then the en_GB translator checks on the new terms and adds proper en_GB translations. And at that point, where the source string is translated by en_GB, all other translators should see the new term for translation.
