This appears to be a reproducible bug. User, at least with secretary privileges, can change the question title even after the amount of answers is greater than 0. This can lead to totally manipulating the meaning of answers afterwards. Editing the question title should be allowed only before the first answer.

the rule is that user can edit title if there is only users own question. So there can be 1 answer if it users own.

There is one marginal case to consider: if the amount of answers increases after the question owner has started to edit the question but has not yet saved any changes. Instead of an error message, an explanatory info should be presented to the question owner should they try to save changes to the question title.
