Following the manual on steps:

Download Windows Media Creation Tool or head over to Windows Update - For Media Creation Tool, Visit this page https://www.microsoft.com/software-download/windows11 - And Click on Download under "Create Windows 11 Installation Media" Option - Run MediaCreationToolW11.exe

I only get: MediaCreationTool_Win11_23H2.exe

Now, let Windows Update/Tool Download Windows 11, Upon reaching 8% Download it'll stop and following error will be displayed.

Then I can only start it "as administrator" (add it to the manual :-).
I get "select language and Edition" and can only select previous/next.
Next created a USB-flash or ISO media only... it always succeeds... no mentioning of 8%
