Does wp-env have a minimum requirement for core version?

I'm currently working to update a old WordPress 4.8 instance to the latest 7.0 and while setting up local environment for 4.8 using wp-env, this is what I got:

I wonder if this is a bug or wp-env just simply does not support older WordPress versions.

Since WordPress 4.8 does not support PHP 7.4, it might be best to set the PHP version to 7.1 and upgrade incrementally.
