Description

During the 23.5 release the Update Changelog and upload Gutenberg plugin to WordPress.org plugin repo action failed on the Publish as trunk (and tag) job with [Publish as trunk (and tag)](https://github.com/WordPress/gutenberg/actions/runs/28534874267/job/84593641274#logs).

The Update Changelog and upload Gutenberg plugin to WordPress.org plugin repo action has also been failing for previous stable releases with various errors.
