Using any weapon in vanilla allows you to swing while the weapon is on cooldown for reduced damage. The mace, however, doesn't have this drawback if you are using it with a wind charge or generally falling. However, because you cannot swing a weapon while it is on cooldown in better combat, the mace is virtually unusable.
Describe the solution you'd like
If you pull a mace out whilst 2 or more blocks above the ground, the mace is off cooldown.
Describe alternatives you've considered
A "weapon blacklist" in the serverside config, simply disables bettercombat while holding the item specified in the config.
