Not able to start api

below error is coming after running yarn dev

    $ yarn dev
    yarn run v1.22.4
    $ NODE_ENV=development nodemon ./server.ts
    'NODE_ENV' is not recognized as an internal or external command,
    operable program or batch file.
    error Command failed with exit code 1.

Please write the below code on package.json in api folder and the server will run
"dev": "SET NODE_ENV=development & nodemon ./server.ts"
