To Reproduce

This was brought up once in the issue https://github.com/actions/actions-runner-controller/issues/3423

Metrics were added for scale sets in https://github.com/actions/actions-runner-controller/pull/2559

But it seems that the `gha_job_queue_duration_seconds` histogram, or some equivalent, was missing. This would be a really useful metric to have again!

Metrics exposed by listener:

gha_assigned_jobs
gha_busy_runners
gha_desired_runners
gha_idle_runners
gha_max_runners
gha_min_runners
gha_registered_runners
gha_running_jobs
promhttp_metric_handler_errors_total
promhttp_metric_handler_errors_total

And gha_registered_runners always 0 but runners that are owned by this listener are registered in Github
