Restate V48 as sole rebuild law: DataPack commodity, /exchange market
route, LLM vs product disclosure, four-agent deposit Implementation
(plan → hybrid patchfile → measure → commercial-nl).

Scrub semantic dependence on other version SPECs while keeping checker
status fields as process metadata. Align DELTA, NOTES, and PARITY with
the same identity and deposit law.
