Rearrange Creative Menus

• Move the creative sources earlier in the menus or just directly to the main power menu
• Move the signal devices that remain in the power menu (eg, signal relay, summing unit) to the signals menu
• Remove the "Creative Cable" (which just breaks things) from all menus.
• Remove the Portable NaN if we are not in the dev env.
