feat: add log watch management for running processes

Problem

1. Log watches are only configurable at start time
2. The start action output doesn't show configured log watches
3. No way to add/remove log watches for a running process

Proposal

Add new actions:

• addWatch - add a log watch to a running process
• removeWatch - remove a log watch from a running process
• Show active log watches in start and list output
