[WCO new CSS] Diagnostic text doesn't wrap on narrow screens (e.g. mobile)

Although Window Controls Overlay is not designed to work on mobile devices, the diagnostic text is useful for verifying that the APIs are not enabled on mobile.

The text should be updated to wrap appropriately.
